Syrian refugees not always available for sponsorship, Canadians learn

When a group of churchgoers in Oakville, Ont., started the process of sponsoring a refugee family in Canada, they assumed they would be helping Syrians.

But when they were presented with a list of government-vetted families awaiting sponsorship through the Blended Visa Office-Referred (BVOR) program, they were surprised to find there wasn’t a single Syrian on there.
